वर्ष 1898 में, सरकारी फैक्ट्री, किर्की के अधीक्षक, कैप्टन बबिंगटन, आर.ए. को प्रस्तावित कॉर्डाइट फैक्ट्री के लिए उपयुक्त स्थान का चयन करने के लिए नीलगिरी में नियुक्त किया गया था, नीलगिरी का चयन इसलिए किया गया था, क्योंकि कॉर्डाइट और इसके घटकों के निर्माण के लिए, एक सम शीतोष्ण जलवायु है। आवश्यक है और जहां तक संभव हो, ठंड से बचना चाहिए क्योंकि नाइट्रोग्लिसरीन 40 डिग्री फ़ारेनहाइट पर जम जाता है। नीलगिरी में अच्छे संचार और जल आपूर्ति का आवश्यक लाभ था और वेलिंगटन में हमेशा काफी संख्या में सैन्य सैनिक तैनात रहते थे।
In the year 1898, Captain Babington, R.A., Superintendent of Government Factory, Kirkee was deputed to the Nilgiris to select a suitable site for the proposed Cordite Factory, Nilgiris was selected because, for the manufacture of Cordite and it’s components, a temperate climate is necessary and as far as possible, cold is to be avoided as Nitroglycerine freezes at 40 Deg F. Nilgiris possessed the necessary advantage of good communication and water supply and a considerable number of military troops were always stationed at Wellington.

A site in Aruvankadu valley was selected to the south of Ghat road between Coonoor and Ooty comprising about 350 acres.
In November 1899, Captain Babington was deputed to England with Mr. JG Burnham and Mr. JH Hall to design and make all necessary preliminary arrangements for the Cordite Factory for a minimum production of 358t of Cordite.
कॉर्डाइट फैक्ट्री की स्थापना की मंजूरी वर्ष 1900 में दी गई। संयंत्र और मशीनरी 1901-1904 के बीच खरीदी और स्थापित की गई। पानी की आपूर्ति के लिए, सीएफ अरुवनकाडु से 8 किमी दूर कटेरी गांव में 2 बांध, 9 मिलियन क्यूबिक फीट का पहला बाँध ऊपरी बांध) और दूसरा 12 मिलियन क्यूबिक फीट (निचला बांध) का निर्माण क्रमशः 21 फीट और 24 फीट और 9 इंच की प्रभावी ऊंचाई के साथ किया गया था।
Sanction for setting up of the Cordite Factory came up in the year 1900. Plants and machineries were purchased and erected between 1901-1904. For supply of water, 2 dams in Katery village, 8 km from CF Aruvankadu, the first one of 9 million cubic feet
( Upper dam) and the second of 12 million cubic feet ( lower dam) were constructed with an effective height of 21 ft and 24 ft and 9 inches respectively.
निर्माणी को 19 जनवरी 1904 को तत्कालीन कार्यवाहक अधीक्षक मेजर डब्ल्यू.सी. रैडक्लिफ की पत्नी द्वारा श्री बबिंगटन की अनुपस्थिति में सल्फ्यूरिक एसिड के निर्माण के लिए चैंबर प्लांट के बर्नर में सल्फर लोड करके खोला गया था। बाद में, 19 नवंबर 1904 को सैन्य सदस्य महामहिम गवर्नर जनरल सर एडमंड एल्स द्वारा कारखाने को औपचारिक रूप से खुला घोषित किया गया। कारखाने से 8 किमी दूर कटेरी में पावर स्टेशन का भी उद्घाटन किया गया, जो कारखाने को बिजली की आपूर्ति करता था।
The factory was opened on 19th January 1904 by wife of Major W.C.Radcliffe, the then Officiating Superintendent in the absence of Mr. Babington by loading sulphur into the burners of chamber plant for manufacture of sulphuric acid. Later, on 19th November 1904, the factory was formally declared open by Military Member His Excellency the Governor General Sir Edmond Elles. Power station at Katery at 8 km from factory was also inaugurated which supplied power to the factory.

The factory was initially producing Cordite from the Gun Cotton imported from UK and NG manufactured at CFA. Later in the year 1910, manufacture of Gun Cotton was started by displacement process using imported purified cotton. In 1914, plant for purification of cotton waste available in Indian mills was commissioned and production of Gun Cotton using the indigenous cotton waste was started.
